Why would you send the cyanide with the blackmail letter..?

Lol, I can't imagine committing a crime of this magnitude and only asking for $31,000. "I will cause widespread death if I do not receive one year's worth of pay from like a job with a modest salary that you could do without a high school diploma."
It's an amount that is a pittance to pay without even blinking an eye, and if all nine companies do it the person could fly off to some third world country and live pretty long on it.

The letters were sent under the names of executed members of the Aum Shinrikyo  The names were fake.
No, they haven't existed for a while as they were. After the crackdowns they split in to two primary groups, both of which were placed under constant surveillance. One of those groups was determined in the last couple of years to be not a threat and is no longer under surveillance. The other group is still considered a possible threat and they are continuing to monitor them.

31k from each letter isn't a pittance, though I'd put it into something that maintains its value a bit more than bitcoins but he's almost certainly laundering it through some organization.
I mean, that's under the assumption that they all pay, and even if they do, it 300kish doesn''t quite seem worth the punishment that would come with the threat of a widespread poisoning to me.
I'd guess its a multi-stage thing, perhaps to get them to give up small amounts at first and then hit them with something bigger with a much more threatening scenario to accompany the demand.
Just send them some more cyanide when you run out of funds
