You can't have Shaggy in the game and have him be faithful, he'd be too OP.
This meme is beyond dead already but I'd be lying if I said I wouldn't try to main Shaggy in MK11. It's totally do-able from a licensing standpoint and you know Boon would come up with something amazing.
As much as I love the idea, there's no way Warner Bros would let Shaggy get dismembered (or do the dismembering) no matter how fucking crazy it would be
perhaps he could maybe be in Injustice alongside the TMNT and Hellboy
Instead of decapitating, he unmasks his opponent like when they unmasked the monster in the shows.
It's kind of funny, one of the biggest hurdles it seems to have a third party character in MK is whether or not how willing the owner(s) are on having them being dismembered. I think I remember reading that for Kratos, he had to show "no fear or cower" or "look humiliated" when getting fatalitied (Which is why certain fatalities are like Johnny's Oscar or Rain's Water Balloon are slightly altered for him)
The DBZ power level Shaggy was funny, but this elder god shaggy is just over doing it

I can picture that, Shaggy rips off their face to reveal a skeleton while looking at the camera, then slowly turns to see the degloved opponent and goes "ZOINKS, SCOOB!" before running on the spot (with that sound effect playing) and fleeing.
Alternatively his fatality could be forcefeeding a bag of Scooby Snacks down his opponent's throat until their stomach ruptures.
Asking fighting games to include some meme character is the most unproductive use of campaign ever. Yes it is funny for 5 seconds but seesh if you're serious about it.

Say what you want about the actual movie/content this clip takes place in, this scene alone got me interested enough to watch the thing in its entirety, so somebody clearly did something right.

I think most of the origins came from some dragon ball meme with Shaggy. Ultimate Instinct Shaggy or something, it was s Brazilian thing
My personal recollection of things is that someone dubbed that video up there as "Ultra Instinct Shaggy" while adding said theme to the fight, which got him into those joke DBZ tier lists with stuff like Gohan Blanco, and things just snowballed from there

It'd be pretty amazing if he were introduced and in the starting taunt animations his opponents would always accidentally trigger his Ultra Instinct mode by saying "bad" within their taunt.
