Begpacking is one of the most idiotic shit I've ever heard of. It carries way too much risk and if you don't have the money to travel, then don't fucking travel.
Found one guy doing that while walking in the city showing a friend around, and I threatened to call the cops. His excuse was that he did it in every city he travels to. I told him to fuck off.
Begpacking as a practice is a garbage, but don't target all low-income travelers who sometimes have to resort to begging on their travels. It's very possible to travel the world without spending a lot of money for it, though sometimes you might end up in the situation where you need to come up with some way to get money and some resort to asking the locals for help. Don't get me wrong, the practice of entirely funding your travels, especially when you already have the money to, by sitting on the street where you go and begging for it is fucking stupid and is just exploitative, but traveling isn't a luxury and not everyone who asks for help along the way is a terrible person. It's always been tradition among many cultures of the world to take in and help travelers as they provide information, an exchange of ideas, new opportunities and are just people who are doing something with their lives, and to chastise people who take that entirely voluntary help when they absolutely need it is stupid.

I would argue because backpackers usually travel from richer countries to poorer countries, it's a bit tactless to beg among people who are generally less fortunate than yourself - unless it's due to some emergency expenses like medical, but even for that I'd argue either offering to work or getting some financial help from home is a reasonable option.
That's regarding begpackers in general, though the particular couple in the news probably need a visit from the local police.
Absolutely, begging in general should be avoided as much as possible when traveling for those reasons, but sometimes you cannot find work or are in a situation where you cannot get any, and getting financial help from home in the middle of a small village in indochina where there's not even any electricity is... problematic.
Begpackers tho can go fuck themselves.
Your point doesn't really help though, nobody have any issues with needing help, but don't go begging in poorer countries to fund your world tour.

I've done my fair share of backpacking and even when my camera got stolen and I lost 1k euros I never went begging.

If you're poor, then work your ass off to travel. Or borrow from your parents. Or ask your parents to pay for your travel if you don't care about 'face'. You shouldn't get some special treatment just because you want to travel.

i saw some begpackers when i was at a night market in taipei. some were selling paintings or drawing people, which isn't too bad i guess but there was one girl who was selling hugs, which was weird

If you can drop everything in your life for 3 months and travel it's a luxury. If you can't afford or even save up for a backpacking trip then don't backpack that should not be your priority. Get your shit fixed economically or lifewise.

Coming from a first world country where they could save up enough money in no time to holiday comfortably, instead they go and get money from people poorer than them.
Begpacking adventures can be nice and good, we had this series in France where two dudes would drop naked into the wilderness and go on a voyage with no money, air plane rides and everything. Bottom line is it's alright in a country where people can afford to host you for the night.
But then there's asia. I don't know what it is with begpacking and asia, the whole region has got to be a wook magnet. Please don't travel to a poor country and ask the locals for benevolent service. That's what scum does.

Aren't you, like, supposed to work with your budget, whatever your budget may be? Like I said, I get it of you plan on traveling with minimal budget, with everything from your carbon footprint to excess spending cut to a bare minimum, but begging? That's no way for a self-respecting traveler?
Have you ever been to Asia? There are diplomatic consolates for Western countries in literally every medium to major city in SEA that will get you boarded and home on a IOU, there is no excuse to beg.
