I don't see what's wrong with this. It would only trigger in some circumstances up to the German government. I'm certain it's more to avoid companies outside of the EU from taking over German companies.

Also new-age Imperialism where they build infrastructure that a country cannot afford, then go "Well we made it so I guess we'll use it, and that mineral deposit looks real nice too".
