Demographics and economics. A population dropping because there's not enough births is a population aging rapidly.
It's an immense issue if your population is growing older. Usually the people who are working have the highest spending power which powers the economy, pay the most taxes to finance all public services.
It's a particularely bad issue for social welfare. The elderly don't contribute to social welfare and use it the most. The governement and employees pay for it. An aging population means less people in the workforce, more people using social programs.

This should be common sense tbh. Less youth to take care of the aging population which are slowly becoming unable to contribute to the economy and infrastructure of a country is a pretty big problem.
If his idea of solving the issue is to get anime women to get more kids, I don't think it's gonna go very far.

While the vast majority of the problem is due to Japan's fucked up socioeconomic status quo, I'm fairly certain the dating culture in Japan and places like Korea have similar problems that affect demographics; that is, gender dynamics are fucked and a lot of women are practicing romantic realpolitik. There's also something I think we're seeing reflected in Western societies: Passivity is becoming encouraged in men due to either general cultural shifts or backlashes against toxic masculinity or something, but the rules are patchwork when it comes to dating. There's an unresolved dichotomy in societal standards that's going to continue causing problems. Demographics are going to get worse, and men who feel marginalized are going to commit violence.
Gender dynamics are fucked up everywhere and our current paradigm should probably be annihilated. Incels, even if they are mostly chauvinists who lack the social (and hygiene) skills to get away with chauvinism, have a stub of a point.
The problem is the culture for sure.
However, it is fairly right to say that the gender pretty much responsible for carrying children needs to do more. Sure the government needs to assist that population, and the 'herbivore' population doesn't help, but something ultimately needs to be done. Whether that is declining dating standards, adopting or artificial insemination.
Am I saying childbirth is a duty? No, not at all. But I do believe that it is similar to military service in that it should be an aim for all able citizens (in this case; those able to have children, those able to afford them etc).
Also let's not forget the extremely sexist element of the culture either. It's just common sense for women to not want to be in relationships with redpill creepers.

Plenty of people still want kids but you can't blame people not wanting any if society actively disincentivizes having them. It seems incredibly sexist to put this on the back of women, men can also not want kids.
