I'm not sure if this is the right place to ask, but it's worth a shot. I can unpack the Apex Legends VPK files with Cra0's Titanfall 2's VPK tool, but repacking it, the file size is different and the game says the header is wrong. Wondering if anyone has been able to repack the VPKs. I'm just looking to mess around with bullet effects and such.
If this isn't the appropriate place to ask, mods, please remove the post.

Go to the bin directory of the game with vpk.exe
RMB --> open command window ( or smthing like this )
Write vpk -P FOLDER NAME TO PACK
The name of the folder will be your vpk archive title.
Because the game is based on a modified version of source, vpk.exe doesn't work on it. In fact, the game doesn't come with a vpk.exe. I've used the vpk from a few other games that were built on source, but I always get an error. "Unknown version 196610 for vpk"
I know this is a pretty old post, but I'll post this here for posterity.
It's very difficult getting repacked VPKs working in Apex. I think it's got something to do with EAC, but it makes sure the game's files are actually the original game files and not modified / replaced. So, unless you're able to bypass that check, there isn't much you can do even if you fix the issue you're describing here.
I could be totally wrong tho, I'm no modding genius. I'd be super grateful if someone could come by and show us how to get repacked VPKs working, because I want my custom crosshairs and I want them now >:0
