The attorneys general from Colorado, Connecticut, Delaware, Hawaii, Illinois, Maine, Maryland, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, Oregon and Virginia joined California in the lawsuit.

I wonder if they are doing it as a class action or as seperate suits. Be funny if they all filed seperate suits just to ensure jt took as long as possible to get through them and thus prevent the wall.
The wording in the quoted paragraph in the op strongly implies it is one suit with all the states together, filed with the 9th Circuit which Trump hates for consistently ruling against his stupid dictatorial ass.
But there are also lawsuits happening on other jurisdictional levels. This is only one part of the fight.
