Hi, i wanted to asked if i allowed to reported a Garry's Mod quite popular server/community for making someone commit suicide without even care and keep on treating people like they did to the poor girl ?

Pretty much nothing. They dont host any servers, every servers are privatly hosted by people.
My condolences to your friend. However it's whoever runs the server's responsibility to ensure that doesn't happen, or if it has done, take action against it. Chances are it might not have even been the owner of the server that had driven your friend to suicide, it could've been an admin on there or a player and the only way for them to take action is to report it with whatever evidence and claims you may have wherever possible given most communities have a website and/or a steam group for that discussion.
You can always report to the police, you do not have to look up yourself if something is illegal or "allowed to".
Gather as much information as you can about the case and the people involved and make an appointment with the police over the phone (or fill in a report online).
