Is there any reason the micro substations are inhabited by the nuclear boyscout?

I generally don't post in the Rust subforum because I don't usually play rust but a buddy of mine asked me to play it again and through a remarkably dumb series of events I croaked a few times to the Chernobyl reactor level radiation coming out of these little fucks. So uh, that brings me to my question: Is there any particular reason that a generic transformer substation is emitting concrete-dissolving levels of radiation? Also, I've run into ones in the past that don't emit radiation which is a little odd to say the least.

I imagine it is to play up the nuclear annihilation angle/scavanger world as much as possible.
If that was the case then I would think it'd be a little silly not to then dump nuclear waste on any of the other much larger much less "tiny shack on the side of the road" buildings.
Those large heavy steel containers are filled with spent fuel. Hot stuff. Never knew, never saw them before I went there... but it seemed silly to walk near them. Tested it.... yep... hot as hell. Newb repellant.
