MADISON, Wis. (AP) — Wisconsin National Guard officials said Tuesday they’re looking into whether to punish an Illinois congressman who belongs to the Wisconsin detachment for
criticizing Gov. Tony Evers’ decision to withdraw troops from the U.S. southern border.
Republican Rep. Adam Kinzinger is a Wisconsin Air National Guard pilot with the rank of lieutenant colonel. He ripped Evers Monday on Twitter and on Fox News for ordering Wisconsin
troops to pull out of Arizona.
Wisconsin statutes state that any commissioned officer who uses “contemptuous words against the president, the vice-president, members of congress, the secretary of defense, the
secretary of a military department, the secretary of homeland security, or the governor or legislature of the state of Wisconsin shall be punished as a court-martial may direct.”
Evers is a Democrat. His position as governor automatically makes him the commander-in-chief of the Wisconsin National Guard.
Former Republican Gov. Scott Walker ordered Wisconsin National Guard troops to Arizona in June to assist the U.S. Customs and Border Patrol. Evers issued an executive order late
Monday afternoon recalling the 112 troops currently serving there, saying there’s no justification for their deployment.

I lived in Wisconsin all my life. Literally no reason for us to have nat guard in the south. It's not a national emergency let alone a state emergency.
So this seems like a situation where both parties are in a large part in the right.
Members of the armed forces, including the National Guard, should not publicly disparage their commanders. That's just bad for morale, and bad for cohesion. It's really weird that not only is a Congressional representative still in active militia service, but in service with another state's militia. Like, that's a conflict of interest in several ways. I mean, bare minimum that's a separation-of-powers issue, since the National Guard is part of the executive branch and no one is supposed to hold positions in more than one branch of government.
That said, Kinzinger's comments were not actually disrespectful. He presents a fairly straightforward argument - that the National Guard is doing good work at the border - and did so in a polite, calm way (particularly by Twitter standards). I disagree with his conclusion - if we need more people at the border doing good, it should be CBP (or a similar federal agency) or at least the National Guard of the local state if it truly is an emergency - but he presented a reasonable argument in a reasonable way. Were he not disagreeing with his commanding officer, I would have no problem with his statements (and kind of wish more Republicans would argue this way instead of screaming incoherently). If he weren't a representative, just a guardsman saying this, I don't think any real punishment would be warranted - just a "knock it off" warning. Joining the armed forces doesn't mean sacrificing your freedom of speech entirely. A probe is perfectly sensible, but if it ends with anything more than a token slap on the wrist, I'd say it was overly strict.
Kinzinger should be removed from the National Guard, though. Not because he did anything wrong but simply because being in both the Guard and Congress makes it impossible to do both jobs well, and a position in Congress is more important. Retire him, give him an honorable discharge, move him to the reserves, whatever is most appropriate, but it should be standard policy to remove legislators from military service upon election.
he probably shouldn't be bringing up his current service, and I'm actually questioning why he is even active duty. This is a tricky constitutional question but I would also like to say he's full of shit for believing thar trump's wall and the national guard stationed there is going to do anything. He's droning on and on about the shitty conditions and danger of travel to the US, and then claiming that making it much much harder to get in here and by forcing them to endure even worse conditions at the border that the problem will be fixed.
There's absolutely no way to square his comments with the solution he espouces
