This is not a good thing. Pundits will use their intros/footnotes/annotations to put their own spin on the report, possibly even altering and omitting text itself. It will do nothing but add partisan polarization to a legal document. Conservatives will read the report with [conservative pundit name here]’s introduction, liberals will read it with [liberal pundit name here]’s introduction. This is a terrible precedent to set.
