There's a reason laws are passed with very strict language. The vagueness here is not an accident. It's carte blanche to lock up anybody he wants.
Funnily enough, they already could do that, they just had to get creative with their interpretation of certain laws or put some weed in your pocket. Such is life in a police state, each passing day sees another oppressive law. The way

Public protests are useless at this point honestly... people will end up in jail, media won't talk or show any of them, attending those would just put you on the black lists.
Only real political opposition can help (which Russia doesn't have at the moment).

The only way for any real opposition to grow is through street protests. Everything else will just get shut down by the government.
