its not quite as bad, the language was largely written into law with the last defense bill to have the secretary of sefense write a report on civilian casualties from what this article is saying, the problem is mainly the optics and the face that Trump's WH was ignoring it already. I don't know if CIA drone strikes will be covered by the secretary of defense's requirement though
