The problem in server is a "choke"
My server.cfg is:

sv_minrate 50000
sv_maxupdaterate 66
sv_minupdaterate 33
sv_maxcmdrate 66
sv_mincmdrate 66
change sv_minupdaterate 66 by 33,i have 40-60 choke all time
I screen my server with 13 players

I fix the problema, change sv_minrate 50000 to 150000.
24 slots in sv, and 0 problemas
