Supreme Court justices are currently not legally bound by the same code of conduct as all other federal judges, though a bill the House has been debating this week would bring the justices under the code’s purview.  Lawmakers also asked Alito and Kagan about preventing sexual harassment on the high court, an issue both justices said the court is taking seriously.
It's one of those things you think should be implicit with the job, but there's always someone or something that tests the implicit rules that explicit rules need to be created.
How could anyone ever think participating in murky partisan closed door fundraising efforts could color a judge's perfectly non partisan behavior?!
