The plan, a key plank of Democrats’ 2018 strategy known as H.R. 1, passed the chamber by a 234-193 party line vote.
The 622-page bill, the first introduced by House Democrats in early January, would establish nationwide automatic voter registration, Election Day registration, and two weeks of early voting in every state. It would curb gerrymandering by requiring independent commissions to draw congressional maps instead of partisan state legislatures. To reduce the influence of mega-donors on elections, it would create a small-donor matching system to publicly finance congressional campaigns and require dark-money groups to disclose their donors. Finally, it would enact new ethics reforms, among them requiring the president and vice president, along with future candidates for those offices, to release 10 years of personal and business tax returns.
But its prospects are far dimmer in the Republican-controlled Senate, where Majority Leader Mitch McConnell has declared his opposition to the bill, calling it “the Democrat Politician Protection Act.” The Trump administration has also stated its opposition.
WHat we need is a rule saying any bill that passes one chamber of Commerce cannot be blocked by the majority leader of the other chamber, that such bills must go to a floor vote as soon as they can be read and debated.
Honestly a good idea, as well as requiring votes on things like Supreme Court nominees to prevent a repeat of what they did with Garland

This bill wouldn't pass in the Senate anyhow. It's the job of the chamber leader to put bills forward that is worth the time of the chamber, at least at face value.
Of course that role has been abused as fuck by the GOP in recent years.
"Worth the time of the chamber" is such a joke when it comes to the Senate. The Senate is practically empty even when in session and most members don't ever show up except for important votes.
I'm pretty sure HR.1 is one of the most 'worthy of time of the chamber' bills that will arrive in the Senate all fucking year.
