It says in the article it won't have any nuclear ballistic missile capability. It is an attack submarine, primarily for attacking other subs.
Wouldn't it be better to spend that $3bn on better military equipment/weapons/aircraft/vehicles?
The expense of the military contracts would add up pretty quickly, but it would be better than leasing something they'll probably never use.
They are still using soviet era MiGs. Pakistan used F-16s.

They probably need the experience in operating a modern nuclear attack sub which is why they're willing to spend the money.
