Looking for software for moving screen to work around monitor artifacts

Sorry if this is the wrong place for this, I don't use this thread very often.
I'm looking for some kind of software that can display my whole screen in a smaller window. To explain- I dropped my screen and now the bottom and right half is glitching and popping with colorful artifacts. I thought I could have a temporary solution by just relaying the desktop to an area of the monitor that wasn't broken. I thought about making a python program to do that, but frankly I don't really have that level of skill in that coding language, plus I figured that something like this already exists. So, does it? Thanks for your time, and again, I understand if requests are unorthodox for this subtopic. (Yes, I have read the posting rules) c:
Try checking your video card settings. There may be an option to resize your desktop render image.
Thanks for your answers! It seems like the NVIDIA settings would be a good way to go, but my control panel only has 3D settings, nothing for resolution.

This is kind of a stupid, out there solution, but you might as well go for it since you're using a broken monitor: does it have any analog (VGA) inputs? If yes, you could connect it with a VGA cable and then you're able to do a fair amount of positioning adjustments on the monitor itself. Image quality might suffer a little though.
Gotta say, that's a really good idea. But the monitor doesn't have any VGA inputs, it's an HDMI/DisplayLink device. I know those are kinda new, so it's sad that it got broken this way. I should really be less clumsy in the future.
Maybe the Magnifier in docked mode? It won't show your entire screen, but it'll follow your mouse and you can resize the window. If you want the entire screen, maybe utilizing OBS/XSplit's preview window set to cast the entire screen would work.

If you have an Intel processor with integrated graphics, you can change desktop scaling in your Intel HD Graphics settings.
Oh wow, simple solution! I didn't think of that! I did try OBS but OBS seems to be acting up, I will see what XSplit can do. For now, magnifier is a solid temporary solution, because albeit those parts of the screen really only cover the taskbar and a couple of replacable desktop icons. <3 Since this is a temporary solution, I will accept your answer.
I can't find any kind of Intel HD Graphics settings, although I am probabaly just bad at looking. I'll download drivers for my CPU and see if that comes up afterwards. If not, the solution above will do just fine. Thank you so much!
