I believe a thing like that would need to cost a great deal to craft,and risky to operate.
The busy official servers are the only place where you might have trouble finding a heli if they're all taken. Everywhere else they spawn all over the place, nobody would ever buy them.

While not quite what the OP suggests, it is quite possible(as I am in the process of doing it) to open an "admin shop".
Admin-spawned items are "sold" to players for scrap or other materials, that go into further public works projects. Such as heli shelters, etc.
Items can include - balloon, mini-copter, CH47, Sedan, Survey Charges, Mining Quarries, Fog Machine, snow machine, Xmas lights, etc.
The drivable APC is a mod, so not available. All of the above is easily done in a vanilla server. Build a shop, and admin TPs/noclips to it when customer arrives.
BTW, for those who may not be aware... the CH47 holds 12 people. Let that zerg image settle in.
I don't think this would be a good idea for 1 main reason:
The mini-copter is an extremely useful for getting to points of interest very quick and would be very well utilised by large groups if they become easy to get by buying (since it wouldnt matter if a large portion of the max are already under control by other groups) rather than having a set maximum amount per map.
