My friend has been getting some odd artifacting lately and was wondering if I could get any help on this...

Does it persist after a restart?
Because that looks worryingly like the early stages of GPU failure.
He told me it doesn't persist. However every time he restarts his downloads folder is also emptied, but that sounds unrelated?
I was thinking graphics card issue myself...
Might be something wrong/corrupted with his Windows install (broken program names and icons). Try running a sfc in command prompt.
Will tell him to do that. If it throws up errors would it make sense to include them here in a reply or is this something more suited for the microsoft forums?
I feel like that is unrelated, unless the real issue is something like, there's a virus fucking with his machine. That could cause all sorts of weird seemingly-unrelated shit to happen.
I'd run the SFC as @northshore suggests and then maybe a malware scan if things are still weird.
Alright well while that scan is running he did say the issue happened after he dusted out his computer. Though the artifacting issue hasn't happened after he rebooted it again and had a big windows update. Though he did have to redo his personalized settings apparently. It's only after said update that his files started deleting themselves.
