The times that i have gone to Mil Tuns I have always had to shoot the NPC's so much like 6 headshots with full power compound bow doesnt even kill them like hello? its mil tuns not bloody launch site and the reaction times from them seeing you and them firing is just bloody stupid legit sometimes you dont even see them and they just shoot you. They have better cheats then most cheaters. Jesus christ fix em aye?
They're meant to be that hard, though I agree it's frustrating, especially since they started using syringes. I doubt a solo player can do the mil tunnels nowadays (Never tried), you either take too much time and other players get you from behind, or go full leroy jenkins and inevitably die, unless you're a headshot machine, and even then... In fact I'd argue there's no point on doing the mil tunnels as a solo anymore, it's risky in itself, takes quite some resources, if you die you need a whole new set of gear (Can't just luck it out naked) and the items you get might not even be useful, or you might not get anything because a group's already been there.
Launch site is not so solo unfriendly because there are more than enough escape routes etc etc... Mil tunnels is in or out, and unless you're inside the big building, shitty gear works. Granted, all things accounted, Mil tunnels does have better loot than Launch site, or at least many more elite crates.
That said, if you're trying to do it alone with a compound bow, don't, you're not really "supposed" to, because it's a high risk/high reward dungeon, meant for a party of 3 or 4. This isn't set in stone, hell it's my opinion really, but the way it's built really feels like it, not because it's impossible, but because it scales into a HUGE risk / [high-shit] reward. You never know what you can get (Especially in a high pop server) hence being high or shit, but the risk is always the same, and if there aren't any scientists, well either someone's already there (The best situation if you get the drop on them) or someone's been there, which means time to go home because there's no loot.
Mil tuns is definitely a harder monument to complete compared to launch site and holds a lot more loot.
Helk is currently reworking the AI of the scientists (and eventually the animals) and I saw from the commits that the reaction times of scientists is being altered
A duo with firearms works. Bring cloth/bandages, medsticks and pumpkins. Full armor and gear. Running in there with a wolf headdress and wood armor is a way to lose gear. Going in prepared makes it another day at the office.
A spare Spas-12 with incen rounds is nice for bank shots off the ceilings. Grenades make the scientists react and break cover. Bounce the 'nades around corners.
Be prepared to fall back and let the scientists push to you. They will.
Compound bow and solo is not going to work unless you are a god with it and know where the scientists spawn.
Not every monument is going to allow solo. They are not designed to. Progression of skill, equipment and teamwork is rewarded.
Think ur self lucky they don't chase you for 2 map squares...
One of mine "broke free" from the monument, actually on a map that i have seen numerous issues with.....
not only do they run.... but they run & fire with accurate head-shots.... made it up a mountain with 15 life. after using all my medi-kits.
but having said that... there would be no point if every noob could just enter the game and start pulling the scenarios...
I personally think there should be one land based monument that is basically impossible, so that people get the practice in.

It's all relative. Once upon a time I thought the APC was tough as nails and all I did was run away and hide. Now (after much trial and error) I just chuck a couple of c4 at it from the correct position, no problem. It'll be the same with Mil Tunnel or anything else I'm sure, the more often you do it and learn what to expect, the easier it becomes. Practice makes perfect, as they say.
