If I can deduce your meaning... Obviously you need to get a better translation app. Heavy Armor is for close-in online base defense. You don't need to run or aim. Just stand your ground and hose 'em down. There are two other metal armor sets that are actually mobile. You don't need a third. I hope you realized that your suggestion for the helmet means a player would take NO head damage they way you describe it. That will never happen. If you are a dedicated solo player that does not want to team up with anyone, then you should do some research before choosing a server. If you are going to the same server that gets you rolled up repeatedly, then that is on you. Many servers to choose from, with various rules and administration. Take the time to find a home.

I haven't seen anyone using this armor. It's too underpowered, it was okay before removing the ability to aim down sights and restricting visiable area.

Well I have to agree that the heavy armor is useless, maybe in an online raid where you are defending against up to 3 guys, 4 guys it could prove useful, well that is if you have an automatic weapon, or fast semi (Like m92). Dunno if they can kill you with one rocket but if they can well -1 points. That said, you can't really make it stronger, the damage it denies is already through the roof, the only issue with it is there aren't enough scenarios where it can prove useful enough to always have one at stock, at least IMO. About the solo balance, you just have to accept soloing in official servers is like hardmode difficulty. Find solo servers if you want to, Rust isn't specifically a group game, but in all terms and effects it does indeed offer a better experience to groups.
