What the fuck did they do to this poor show?
Upper management and the void of people that were key to the first season's achievements is a real death knell.
How is it that they managed to release both Mob psycho seasons 1 and 2 in the time between OPM s1/s2 and have the Mob anime be so much higher quality? OPM is an anime that's super recognizable even among people that dont really watch anime, how did they fuck up this bad?

This teaser looks like its bits and pieces from the episodes themselves, with half of the footage being from people just talking. Not even like seemingly talking and delivering big speeches before a fight, but more like, talking in any kind of way, at any kind of time.

OPM S2 is being animated by a different studio.
They changed studios to JC Staff, who are matched only by A-1 in their level of shitting out shows every season, usually with low quality animation and a total roulette wheel of quality.
One Punch Man's high quality animation is generally attributed to the director's ability to get a bunch of talented animators on board.
Question for Natsume-san: Many fans noticed that a lot of the animation staff involved also worked together on a previous show, Space Dandy. Did you make an effort to keep in touch?
Natsume-san: As far as the anime animators, the community is small. So even though we are working across different studios, we know each other, like recognizing names and faces. When we work on a production together, we put all our time, our blood, sweat, and tears in the production. So through that, we become friends and comrades and I made sure to stay in touch. It just happened that a lot of us came together after previously working on Space Dandy. A lot of them are from the same age/generation as me, so it was easy to get along with everyone. It was a lot of fun to be there at the studio.
Kubota-san: Another thing about the anime community, it’s not that one studio producing the anime is really good. The truth is the animation (sakuga) community isn’t tied to one studio. Most of them are freelance animators. So in the end, those animators are just borrowing those desks at the studio to work.
Question for Kubota-san: You once put out a tweet mentioning that the reason for One-Punch Man’s animation quality wasn’t based on the budget, but instead the hard work of the animators. Is this a common misconception that you see with fans?
Kubota-san: You guys really do your research well to find that tweet. A lot of people have this common misconception that the quality of the actual animation is based on the production’s budget. But in Japan, the TV production world, especially when it comes to anime, generally they all have the same budget. There are really rare situations where some have a little less and some tend to have a little bit more, but nothing that is very drastic. So, in reality, it is based on the staff.
Natsume-san: We were fortunate to have extremely passionate people on this project who were not money-driven. We are really lucky to have this staff around this year because they sacrificed part of their personal life for a while to make this anime a success for everyone.
So when the rights change studios and JC Staff gives the director slot to a nobody who only directed one mediocre ecchi show before, he sticks his hand up and goes "who wants to work on one punch man?" and nobody materialises. So few people seem to care that the show takes ages to come out and when it does the animation is shit and has bland direction.
So if you like One Punch Man and also like good animation, I would recommend that you go watch Mob Psycho 100, which is One's other manga and has its second season only a couple of weeks away from wrapping up, with absurdly high quality animation across the board, way more than OPM, and its second season has possibly even more impressive animation than the first even more regularly, on top of being what I'd consider the better show.
I hate that japanese work culture is pretty much a factory of exhaustion, depression, suicides, and other mental problems, but you see such works of art coming from so many places...
I'm not going to write it off completely, OPM season 1 was more than just good animation.

Shitty animation in the preview is a pretty bad sign.
It's because the studio and the team that did season 1 really loved the manga, so they put a lot of effort and care into making sure the anime was good. Meanwhile the studio and team that is doing season 2 dose not care about the project as mu h which is going to lead into a mediocre anime was mediocre animation.
