On one of my laptops I'm getting an annoying sporadic flicker in my taskbar like something is opening and closing really quickly. I've tried recording my screen to try and figuring out what's going on, but I'm mildly concerned as it appears to stop happening when I start recording with something like OBS. Before I start doing something like making my own background program that monitors applications opening and closing, is there something that exists to do this for me and hopefully solve and remove whatever it is?
I came across this... seems like a quality app that does exactly what you need but I can't seem to find an official download source, just (seemingly) sketchy download sites.

Ah nice find, I didn't come across that in my short search, let me know how it goes, this seems like it could be useful.
Well I compiled it which was pretty straight forward but it only really captures things you're actively using and are focused for a significant amount of time, got a few of the ticks my OP is about but no registration of anything on apptracker. It does look like a somewhat useful program but it doesn't seem like it can solve my problem
Ah that's a bummer, sorry it didn't work out. I'll wrack my brain and see if I can come up with anything... I'm curious if you were to go the custom solution what approach might you take?
