Terrorism is not, by default, politically motivated. You can be a terrorist without any political goals at all if your sole intent is to, yanno, terrorize people. It's right there in the damn name.

I don't really know about the US prison system, just what I've read on the internet, so can't speak about that. But if he were in an European prison, it'd still be hard but up to him to use those 20 years to get a high education on a field he finds interesting, keep his head down and released very early (like in 7 years?). It's mostly up to him to stop being a jackass and try to course correct.
It's more like putting an unreliable hit on someone for free.
Then it would be better for society if he went for life rather than being let go after 20 years.
