Huh. I never realized that Progressive Conservative as a term was not used outside of Canada.
Fiscally conservative, socially progressive? I don't know anything about the guy but that's what I immediately think.
Article in the OP is from about two weeks ago. The news today, which he shock-announced in parliament, is that he's quit the whole Tory party and will become an independent MP Dominic Grieves is also on a path to deselection so he is definitely one to watch for leaving the party

I can't tell if you genuinely think this, or if your definition was a joke. In the UK, to describe yourself as a progressive conservative is basically liberal conservatism. It's typically the usual conservative approach to economics (austerity being the most memorable), but alongside support for social progression; these Tories supported same-sex marriage in 2014, for example. David Cameron's government was centre-right on the whole, whereas former Tory governments (see: Thatcher) were dedicated to being on the right side of the spectrum. Progressive Tories actually believe in providing more support for those from poorer backgrounds, though weirdly also want higher tuition fees (good luck figuring that out). Merkel is apparently one too. Think of it as traditional conservatism but not as scummy; Progressives actually take a moment to think about the environment, social reform, and human rights (but take that with a pinch of salt, because any morality points they gain from that are instantly taken away when they start slashing corporate taxes). American Conservatism is not the same as British Conservatism, at least in the modern sense.
Yeah, this is a great explanation. I think these sorts of politicians are much more common in Europe than in the US.
