Its a tradition thing.
Zimbabwean dollars aren't used anymore. They realised back in 2009 that the currency was unsalvageable after many failed attempts to make it keep its value. What they use instead of a grabbag of foreign currencies deemed acceptable enough to exchange. This is usually USD, though rupees, rand, GBP, Botswanan pula, yuan, or even yen get used instead.

Quite, most UK courts don't use them anymore and just stick to the robes. Its a left over from the victorian and colonial era, most ex-colonies have phased it out.
Given that when you hear about government spending the numbers are usually measured in "millions" and this was just "thousands", then yes it's likely they weren't expensive at all.
