The report is a pamphlet that gets passed around but it's paywalled. Here's the summary.
When a young man’s telekinesis is discovered by the military, he is taken in to be turned into a super weapon and his brother must race to save him before Manhattan is destroyed by his powers. Kaneda is a bar owner in Neo-Manhattan who is stunned when his brother Tetsuo is abducted by Government agents lead by the Colonel. Desperate to get his brother back, Kaneda agrees to join Ky Reed and her underground movement who are intent on revealing to the world what truly happened to New York City 30 years ago when it was destroyed. Kaneda believes their theories to be ludicrous, but after facing his brother again is shocked when he displays telekinetic powers. Ky believes Tetsuo is headed to release a young boy. Akira, who has taken control of Tetsuo’s mind, Kaneda clashes with the Colonel’s troops on his way to stop Tetsuo from releasing Akira, but arrives too late. Akira soon emerges from his prison courtesy of Tetsuo as Kaneda races to save his brother before Akira once again destroys Manhattan island as he did thirty years ago.

And holy shit, why is this parody now objectively closer to the source material than the multimillion dollar film?
So they only used the basic idea of powerful calamity-causing psychics and the names, and then Americanized it into something that barely resembles its former self.
Do you ever wonder if these kinds of adaptations even have their creators watch the source material?
Hollywood is just disgraceful assuming this is true. I'm betting they're gonna cast white actors as well considering they've already torn out the inextricably Japanese heart of the series—Neo-Tokyo itself.

that's exactly what they do. just take a look at 10 cloverfield lane. it was never a cloverfield movie until jj abrams decided to help produce and they added in the very loose connections to the cloverfield monster.
it is practically near impossible to get original ideas produced unless you are someone like GDT or Quentin Tarantino and you have the clout and money to finance your own production company. Screenplays will be bought up and kept in storage until an existing IP is found that the script can be fitted to. Happens all the time

Why even put the Akira name on it in the first place if they're departing so much from the source material? It isn't like the Akira name is a huge seller for the average American movie goer. Folks over in Asia won't be interested either if the film is so different. Should've just made this it's own thing. Or made it a side story in the same universe that takes place in America.

You decide to adapt a well known and well regarded property, and then get rid of everything that earned it its regard.
Like, what, is it easier? How is it easier to write a new, worse screenplay than to just use the original's?
Is it safer? How is it safer if it appeals to nobody? Fans of the original will hate the changes, and people who don't know about Akira won't be attracted by the brand.
I swear at least one part of it is a bunch of fancy pants idiots trying to leave their creative thumbprint over everything they can get their hands on. Hence the infamous leaked Sonic movie design that has even SEGA kind of horrified as their plot synopsis is literally "Sonic travels cross-country with a human cop to stop the evil Eggman." Part of it is also formula, mauling these things into a new state for broad appeal because it works on sales numbers.
