Is it intentionally that you can't build Refineries on frozen lakes, but you can build everything else ?

No water catchers either. I love my ice lakes, but it is a pain to keep refineries and catchers on the shore. May not be intentional, but apparently not a high priority for fixing either.
One would think all that tosty goodness would not fair well with a ground base of ice....
That said you can build smelters... which operate at a much higher temp.....
so let's say you should file a bug....
