First of all, I'm asking here because I spent many hours searching but I couldn't find a solution. I have a laptop with GTX 1070, i7 7700hq, 16gb ram. When im playing rust, I'm getting a low fps for my setup, please don't tell me it's because rust is not optimized, because most of the people with same setup is getting around 100 fps with maxed out graphics, however for me, i get 50-70 fps regardless if its on low graphics, or completely maxed out, its happening only on rust and my gpu usage is not at stable 99-100 like on other games, my gpu usage is howering around 40-80, and cpu usage around 50. Temperatures for GPU and CPU are normal, no throttling, no stuttering. I have tried reinstalling rust, reinstalling my windows, completely reinstalling all of graphic card drivers, updating it. Everything in nvidia settings is set on high performance. Im hoping that anyone here had the same problem and found a solution to it, or has any ideas what else could i try. Vertical sync is off, fps limit is set to uncapped.

What monitor you got? 60hz?
Obviously only getting 60fps would be an issue on a 120hz
Try turning graphics down, looks like you have some shaders on. Also make sure your PC is not over heating, there is not much else I can think of here other than install on an SSD
I got 60hz monitor but it doesnt change the fact that my performance on rust is not what it should be, it might be 70fps when doing nothing, but when people start shooting at me it goes down to 50 and this is unacceptable for this setup.
i put in 2 videos, one is on the lowest graphics possible - very low gpu and cpu usage yet same fps
another one is on everyrhing maxed out, gpu and cpu usage are higher but still low, and fps is the same as on low grapics, pc is not overheating and it works fine on all other games
Tbh the biggest advice would be
Make sure to minimize background programs
Run in fullscreen

Im getting bad FPS on the below setup
GPU - RTX 2080
CPU - Ryzen Threadripper 1900x
RAM - 32GB
pretty much no FPS difference between lowest and highest settings. We are talking single digit difference.
It was fine until either Rust updated or Nvidia did.
Im getting normal FPS in every other game.
Everything you mentioned here is done already, when im playing for few hours, it drops fps to 30-40 when im farming nodes or fighting with other people, it is not normal, and even if i would have stable 60 fps, this still wouldnt make sense because thats not how my card should perform.

Yeah, Hz and FPS are one in the same thing. FPS is frame per second, Hz or Hertz is frequency, equal to one cycle per second.
I have a 165hz monitor and at 165hz its great, however I can run a game at 600 fps and I won't get to see that full 600 fps.
The game will RUN at 600 fps, but it can't be displayed past 165. My 60hz monitor next to it will never output past 60 frames per second
One thing I might suggest is going to the driver website and instead of UPDATING the drivers, you might want to regress to older drivers

I've had a surprising number of issues in the past with shit driver updates, solved oddly by using 5 to 10 versions down.
