I had a great experience in the scouts, but was in a small troop with a bunch of good friends. I can certainly see how the environment is ripe for abuse unfortunately, as with any situation involving adults in positions of authority. Needs thorough investigation and day-lighting wherever this is happening, and controls put in place to prevent this. From my personal experience, one of the key things with a lot of troops is very limited parental involvement and use of the scouts as a babysitting service, leaving their kids with other adults for weekly meetings and long camping trips with little time commitment of their own for whatever reason. I have to wonder if that lack of parental involvement helps foster this sort of behavior.
