The National Archives is literally one of the most important buildings we have. Why would you set it on fire?

If you're trying to set a building on fire, a concrete and stone corner probably isn't the best place to start.
Because its an archive. Destroy the past, what's already established on record and what is inconvenient to make way for a new, more convenient history or some garbage like that.
You expect some sound reason on why from a person who tried to set fire to a building in a concrete/stone corner?
Gonna be blunt, I doubt this was an attempt to actually set the building on fire, while I get someone doing that wouldn't be the most sane I'd think anyone genuinely trying would do more than set a bundle of newspapers on fire outside on pavement.
Unless he's fucking stupid, which you'd have to be to do this.

The building has a stone facade, there's no way he expected this to do substantial damage to the building.

Why the fuck are you blaming the fire? The archive caused the fire by being a building holding important literary works, something that's a big no-no ESPECIALLY when it more than likely knew the fucking risks.
Basically like burning the Library of Alexandria. Yeah most of the information is probably digitally recreated, but without the originals they'll get lost in translation over the years, and would start a shitton of conspiracy theories.
