(CNN) Attorney General William Barr has warned Democrats on the House Judiciary Committee he won't show up to this week's highly anticipated hearing if they stick to the format the
chairman has proposed for the questioning, according to a committee source with knowledge of the matter.
Skipping this week's hearing would amount to a dramatic escalation in the growing fight between the Trump administration and House Democrats over a range of oversight requests,
including over access to the unredacted report from special counsel Robert Mueller, the subject of Thursday's hearing. But it's still possible they could reach a deal by Thursday, meaning
Barr might ultimately show.
House Judiciary Chairman Jerry Nadler told CNN on Sunday morning that Barr would not "dictate the format of the Judiciary Committee." "The witness is not going to tell the committee
how to conduct its hearing, period," Nadler, a New York Democrat, said. Asked what he would do if Barr doesn't comply, Nadler said: "Then we will have to subpoena him, and we will have
to use whatever means we can to enforce the subpoena."

According to a new DOJ memo written by the Attorney General, the Attorney General cannot be held in Contempt of Congress for not appearing before congress when subpoenaed so don't bother subpoenaing the DOJ

Following his statement regarding how Barr would refuse to recuse himself from the Mueller Probe if the Ethics Committee told him to as he would "come to a different conclusion", Barr now states he has "come to a different conclusion regarding the Checks and Balances described in the Constitution and how the Framers actually wanted the Executive to operate like a King with the Judiciary and Legislature being his non-binding Council. When asked how he came to this conclusion, Barr alarmed reporters by turning around, unbuckling his pants, dropping them, and then repeatedly spanked his ass while he slowly walked out of the conference room while yelling, "Kiss. My. (Expletive)" ."

you'd think it'd be satire but the DOJ has a standing memo saying the president can't be indicted and was written by Nixon's AG.
As Barr believes in unitary executive theory he believes he and the DOJ are but extensions of Trump's will, Trump would never turn himself in.
Being held in Contempt of Congress actually puts that person before the AG to decide their fate so lol.

So.... What do we do? The attorney general is the top of the totem pole, how can we get him down from there?
Arrest him with Capitol police or impeach him

I honestly wasn't sure whether this was satire or not until the last bit. It's really depressing that the state of American politics has devolved so badly that something that should be blatantly satirical can seem so realistic...

It's unfortunately a mix. Barr was asked during his confirmation hearing 'would you seek recusal advice from the ethics board' to which he responded 'yes'. The follow up was 'would you follow their advice' his answer was 'I'd make my own decisions on whether to recuse'. The follow-up to that was 'when would you not follow their advice' and his answer was 'If I disagreed with it'.
To truncate: 'Barr came to a different conclusion regarding whether or not he should recuse'. His excuse was 'senior ethics officials told me not to' (officials he did not name) while the board itself stated he should recuse. True to his word, he 'disagreed' and so didn't recuse despite soliciting their advice, which was that he should recuse.
