They're good at finding mines, divers, and anything else. The Russians have been doing it since the Soviet Era and so have we.

Yes the villain does build prosthetic stilts and telekinesis helmets for the whales. Yes he does install frickin' laser beams their frickin' heads. Yes it's all very steampunk.
If I remember correctly it's some kind of beacon the dolphin is trained to stick on/near mines/suspicious objects so navy divers can find it and deal with it.
