WASHINGTON (Reuters) - President Donald Trump said on Thursday he did not believe he would allow former White House counsel Don McGahn to testify to committees in Congress,
saying McGahn had already spoken to the special counsel on the Russia probe. “I would say it’s done,” Trump told Fox News.
“I’ve had him testifying already for 30 hours,” Trump said, referring to McGahn’s testimony to Special Counsel Robert Mueller’s team. Trump said allowing McGahn to testify would open
the gates for others to be called.
Already waived executive privilege by allowing Mueller to interview him and he's a private citizen now so the only thing Trump can do is witness intimidation.
He might not but a federal subpoena will.
I get that the President is a high power position, but how does that work? Can you keep someone from testifying in normal court cases? Is that a thing?

executive privilege is a completely made up thing validated by the supreme court who are all hand picked by the office of the presidency

It's all founded in the 'unitary executive theory' where the 'strong' interpretation of it is more or less 'the founders intended for the President to be dictatorial to the Executive branch and literally everything within it and, accordingly, they didn't want the other two branches to be able to tell the Executive how to run itself; including investigations, crimes being charged, demands for officers to be fired, et cetera.
Barr's a strong believe in the strong interpretation of that theory.

it started as a courtesy because the presidency can't share everything with congress but since the cold war and the rigging of the supreme court, its been massively expanded and put into several vague court cases and the scotus has not seemed all that interested in reigning it in.
