I can explain why in like twenty seconds flat: The areas that narcosubs/narcoboats travel are directly over popular fishing spots in order to prevent the coast guard from spying on them, and whenever they are caught, they simply sink the entire boats and wait for a period of time to go salvage. Shrimps, which are bottom feeders, are probably finding these new structures underwater and are going "shit man, this will protect us from those fucking fish!" and are inhabiting them while eating whatever they find leftover, which includes the food of the crew, and well... The cocaine.
We all know the drug cartel hired Aquaman to run drugs for them. This is one of his many methods.. Though some of the shrimp decide to take a hit of the "product" and get hooked.
