Ok so, for my server's custom loading screen it appears fine in a browser:

but when I put it in my server.cfg it comes up half white

Well the thing thats obvious is that the page is not scaled properly. White area is there because there is nothing to render there.
You can go from here now.(if i will find whats wrong in the code that i will edit this comment)
oh and user-agent has nothing to do with this sry
