Do you have vsync on in drivers and a 60 Hz monitor, or fps.limit set in console at 55?
But even more important, what special quality settings, what screen-resolution did you use?
Idk what vsync is and i have a 60 hz monitor and fps.limit [0], I play on Good but if i change to super potato doesnt change and i use 1280x1024
Vsync is vertical syncronisation to your display, which runs at 60 Hz, which means, next frame is only rendered, when current frame is displayed for 1/60 s, and so with vsnc on fps can't be higher than 60 on 60 Hz display.
I think your hardware should be sufficient for 100+ Hz, but maybe some driver quality options (antialiasing or something) is keeping your framerate down, or hardware is overheating. 55Hz is not far away from 60Hz though.

I can not fix your problem, but can give perhaps a helping tip only.
Did you update your mainboard BIOS at CPU upgrade? Check in BIOS if memory and turbo fequency is set correctly and everything works as expected, and in windows if CPU-temperature is ok while running this game. If not familiar with BIOS settings you can first upgrade to newest BIOS for this motherboard and then load in BIOS the optimized default settings for everything, and after that finetune settings.
You can view cpu-temp in OSD while gaming with MSI Afterburner. CPU might throttle if above 80°C.
Its interesting because i have I7-7700K @ 4.5 Ghz with 70°C (NOT throttling) GTX 1080TI @ KBoosted ( GPU - 1961Mhz, MEM - 6003Mhz ) Fan curve on aggressive with power target on 120% as well as voltage is 15% up for stable OC with little around 50°C.. and getting 90-120 fps with my 144Hz Acer Predator monitor..
Interesting fact is that it does not matter if i lower my settings and resolution.. its all the time same perfomance..

I saw a video on youtube someone was disabling half of his cores and SMT in BIOS, who also has an ryzen 8-core CPU, and got better framerates because unity seems to not like SMT or HT much and can not use more than 4 cores efficiently.
But this should not be necessary, since you can use cpu affinity with windows taskmanager for rust.exe. You can there select cores, try 8,10,12,14 as affinity mask.
