The major sticking point is the additional funding Democrats included to help Puerto Rico rebuild after Hurricane Maria severely damaged the island and killed 3,000 people, including $600 million for nutrition assistance.
Trump has pushed back against giving more money to Puerto Rico, incorrectly stating that the federal government has already allocated $91 billion to help Puerto Rico. It’s actually promised about half of that amount and spent only $11 billion.
At a rally in the Florida Panhandle this week, an area devastated by Hurricane Michael in 2018, Trump falsely suggested that giving more money to Puerto Rico would shrink the pool for other areas that need it.

I thought the tiny hands thing was exaggerated but that picture makes them look absurdly small, maybe it's because it is in comparison to his massive head.

There's no rhyme or reason, not even an Obama connection to blame, it's just pure, unadulterated prejudice against the "otherness" of Puerto Rico at the cost of actual people's lives
I genuinely think he doesn't believe any place outside of the continental US (and Alaska) are US's responsibilities. He's referred to the president of PR on many occasions, only correcting when coached by his advisors, off script I think he genuinely doesn't understand that we have a legal responsibility to these people
Maybe he should push to make Puerto Rico a state so all those fine people who are doing the best thanks to Trump can vote for him in 2020

This. The people of PR can't vote for him so what the fuck does he care for them? They can't give him anything he wants because they're poor and disenfranchised. The fact that they're US citizens dying preventable deaths while the Trump administration refuses to commit appropriate amounts of disaster relief is just their problem because Trump cares about his people, the ones who're going to vote for him in his re-election campaign.

Here's this figure again. $91 Billion is the estimate of damages, not the money allocated to PR. He keeps going back to this number despite being corrected over and over again, either maliciously to give an excuse to hold out on giving out aid, or because he is incapable of correcting mistakes in his memory. He probably still thinks only ~40 people died in the hurricane since that is the first figure that was released, while the hurricane was still passing over the island.
Also the US Virgin Islands and a couple of southern states.
It's like Trump is taking every single implausibly senseless and immoral decision he can make as if to display his authority at this point, and is proud of it even. Glad to see even some of "his own people" voted this bill in, but now they'll probably get gradually ostracized for not being "true Republicans" and going against him; it really wouldn't surprise me at this point.
His plan for re-election at this point seems to be
1) Blow dog whistles at his base until their ears bleed <-- this thread is here
2) Attempt to discredit any serious Democrat challengers by any means possible including politically-motivated FBI/Congressional investigations because it's only fair to make others go through it if he had to sit through the Mueller investigation
3) Totally not openly invite Russia to meddle with the election and slow-walk any efforts to harden the electoral system against them
4) Refuse peaceful transfer of power if he loses, unless it's by such an overwhelming margin he knows he'll be hanged as soon as the angry mob breaches the White House fences and the Secret Service either turns on him or deserts
