I got a new SSD and copied everything over fine. I decided to re-install Chrome just to be safe but apparently I'm missing the icons in the new tab page. I've tried re-installing 20x and nothing.

I can't say I've ever seen those icons sync with my user account. I believe it only lists sites you visit much on your local device
I believe they were there even without a account.
Have you pressed the pencil on the bottom right and clicked restore default shortcuts?
I unfortunately don't even have that option.

I don't have the option either and the icons are showing up for me.
