Before i got 60+(mostly around 80 and 100) fps, few updates ago. Now i am getting around 30-50 fps. Playing on lowest settings just to be sure to get best performance.
My rig:
I5 2400 @3.2Ghz to 3.4ghz with boost. Yes i know its pretty old CPU, yet it still runs most of the newer titles.
8gb Ddr3 ram. Yes, it is enough, as rust uses 3gb - 5 gb
RX 570 8GB.
Oh, and yes, this game is on an SSD. I play it on 1080p resolution.
Windows 10.
Temperatures are very OK. I periodically check for driver updates, windows updates and of course i clear my pc of junkfiles and check for any kind of viruses.
It's a CPU bottleneck. Even with a i7-8700k @ 5Ghz I only see 30% CPU utilization. GPU utilization on a 2080 ti is less then 40%.
They probably added in some new features that are not multithreaded or the engine update affected multithreading. Best to submit a support ticket about this issue.

if i put the game on super potato or on fantastic i get same fps even if i play with the ingame options no matter what i get 40-53 fps

Fresh started window10 home x64 with currently running only steam and rust, uses 14,1 GB of RAM alone as shown in taskmanager

, less than 2GB are free (for filecache).
If your pc with rust uses only about 4,5 GB for rust, then only, beause there was not more available, and so it could not load a bunch of game-files into RAM, for fast display.
That's funny because my system usage including rust is under 8GB and I have 32GB RAM.
Try a unmodded server.
