Oleg Mikhaylovich Tishchenko, 42, was booked into the Weber County Jail on March 14, several years after the crimes he's accused of were allegedly committed In June 2016, Tishchenko was indicted in the U.S. District Court of Utah for investigation of five offenses, including conspiracy to commit an offense against the U.S., unlawful export of arms and munitions and smuggling goods from the U.S. Between January 2012 and September 2015, Tishchenko auctioned DVD copies of F-16 flight manuals to people in Cyprus, Japan, Netherlands, Australia, Germany and Taiwan, according to the indictment. He also attempted to export flight manuals for F-16 and F-22 fighter jets to Russia in March 2016, according to the indictment. TLDR; claims to be a dev for DCS, acquired aircraft manuals via a 3rd party knowing it was illegal as it's an ITAR item. Also auction DVD copies of these manuals all over the world. ITAR is no joke kids.

There actually hasn't been confirmation yet that he's an Eagle Dynamics employee. Kotaku ran an article on this a few days ago and reached out to ED regarding this but never got a response.

He was. He was exporting and attempting to export F-16 and F-22 manuals, the most problematic of which being the -34 weapons manual for the F-22, which contains really sensitive material on how to operate the radar and all of its combat related systems. The guy was an avionics programmer for ED, though obviously not anymore. He had a forum post a couple years back (that's now deleted) where he was asking forum members for documentation on the Hornet to help build it. Here's the official statement from Eagle Dynamics Lausanne, May 14, 2019.  The Eagle Dynamics group of companies, headquartered in Lausanne, Switzerland, confirms that one of its employees was detained in Utah (USA) and is under investigation allegations of attempting to acquire, export and sell limited-use manuals for fighter jets, in particular the US-made F-16 aircraft.  Eagle Dynamics confirms that it was in no way involved in the actions of its employee, who acted privately and in their personal interests. The company develops game modules of DCS airplanes solely on the basis of publicly available, legal information and has never used or attempted to obtain any information that is not available for distribution.  The company conducted an internal investigation into the actions of its employee and did not find anything in his materials that would have to do with the charges against him. In particular, the investigation showed that the company's resources were not used and that no documents with a ban on export were stored on the company's computers. In addition, the Company confirms that the employee did not participate in the research and development of the new F-16 module that is currently being developed. Development of the F-16, as well as other modules of the DCS World project, which are currently under development, will be continued in order to further expand the gaming capabilities of the project. These events will not affect the dedication of Eagle Dynamics to its users and adherents of the genre. Thank.
