Not so low but low fps with freezes of 1-3 seconds every so often.

So I hadn't played Rust in quite some time and as far as I can remember the last time I logged in everything was smooth as butter. Last week I jump on with some mates and it just feels clunky, slow and sluggish. I check my fps hitting a maximum of around 84 (which isn't terrible) but I've got most settings turned down and generally apart from discord Rust is the only thing open on my PC.
I followed some performance guides and managed to sit around 90 which still should be my minimum for my specs on a bad day.
Running a GTX 1080ti, i7 7700k, 500gb ssd, 16gb ddr4 and an ASUS maximus IX apex motherboard.
Anyways after all that and wipe day coming up I decided since I want to get the highest performance possible to reset my computer to factory settings.
Long story short after reinstalling rust and logging in I was still sitting around 90fps, then after re-doing all the performance increases to the game I would barely hit 100.
Not to mention still getting freezes on top of one time having my whole computer crash (pretty sure this means it might be a problem with my hardware just got no clue which)
Would like to hit a solid 144frames to make use of my monitor if anyone has any ideas. Thanks.
How old are these performance guides and what did they make you do?
What launch options are you running?
