Development assistance (spawning props frozen through F4 menu or command)

I was wondering is there a way to get props to spawn in through the F4 menu or a command and they spawn frozen, I want to use this so on my WW2 server I can make a sapper class that can use this to (i'm assuming some sort check hook will do that, but i cant code from scratch). For example of what I would like it to do: A sandbag prop spawns in when you do /spawnsandbag or through the F4 menu shop that only the job sapper can do. Let me know if anyone knows a way this could be done.
