Technically, yes. Though socially, in a lot of countries tasteful graffiti typically gets to stay even if it's on non-graffiti-designated areas. I've seen a lot of pieces stick around here, simply because people take a liking to them.
If you're caught though, you'll definitely be arrested no matter how nice your piece is.
If you do graffiti, at least make it look good, otherwise fuck off

Old mate Lushsux was doing work in Japan a while back. While he had permission by the building owner, the cops could make him stop at any time since they had been setup on the footpath.
Work was completed without a hitch. Pretty sure it's still found in the northern area of shibuya.

Yeah, there's places in Santiago where artists have painted some really beautiful things, and even other graffiti artists won't tag over them out of respect. I mean, sometimes little shitheads will do it regardless, but most of the time they're left alone, because the alternative is that the wall will become a clusterfuck of various people's tags.
Whoa, I saw this guy's graffiti just last night walking under a bridge and joked about it (haunted by ghosts etc). Didn't consider how it was probably the only bit of graffiti I've ever seen here, nor did I expect to hear about it so soon. Glad he was caught. I'd rather not have people polluting the scenery with their "art".

My city has a ton of graffiti and a lot of it is genuinely nice. Someone is drawing happy blobs onto trash bins all over city, and they always cheer me up...
Still, tags like these ones here are a huge nuisance. People really need to at least practice a bit and make sure it doesn't interfere too much with the function of anything, in my opinion.
Tagged trains are an especially big issue, since the sprayers usually don't stop at the opaque parts and they'll get taken out of service for cleaning.
Even better here, some street artists become recognised for their work and comissionned by locals to fill boring walls with art. There's a neighborhood of paris that's even known for this in the 13th arrondissement, and it's even bringing tourists to an otherwise ignored area.

there's this small roundabout dedicated to cyclists in a city close to where i live, the municipality allows graffiti on the walls there, it gets cleaned every two months I believe?
usually a great deal of it is just text and tags but every once in a while someone puts up an amazing piece

Yeah some places have dedicated graffiti areas, that are either undisturbed or cleaned every once and while for new art to be put up.
