U.S. law exempts restaurants, nail salons and car washes from paying their tipped staff the minimum wage of $7.25 per hour, instead creating a “tip credit” of up to $5.12 per hour that allows them to pay as little as $2.13 per hour on the books.

Legally they're required to compensate you if you don't make enough in tips.But they don't.

to be fair, in a lot of restaurants the servers can make absolutely disgusting money due to tip culture
Keyword here is can. From my time working in a restaurant, this only really applied to the senior staff who got the busy shifts. Since tips directly correlate with number of tables, busy nights made you a ton of money (it was not unknown for servers to make 2-300 during a single Friday shift).
Junior staff members had to take slower shifts, which usually meant they worked slow weekdays and sundays, and they pretty frequently earned less than minimum wage. You only had to get compensated if your TOTAL earnings averaged out to less than minimum during a pay period, so a single good shift can cancel out 30+ hours of under minimum wage labor.
