Is this bannable? I've heard that lots of people use this but I'm not sure if its bannable or not?
There's forums where servers such as "Rusty Moose, Rustafied" but they have spoken and they arent banning anyone for using it.
FYI: Its an overlay, it doesn't mess with game files what so ever.

Well it can give you an unfair advantage due to software installed on your PC.
Imo I cannot see how a crosshair is beneficial at all in Rust anyway, it is fairly easy to find the centre of your screen
