Creating custom keybord shortcuts for Windows, is it possible?

Hi people,
I'm looking for a software that lets me create custom keyboard shortcuts, because right now I'm using an American layout which is lacks important accented letters of my language.

I know the ALT+(numbers) trick to add foreign letters, but my family doesn't know that hence I'm here asking.

Example i set "CTRL+E" since it's unassigned to make me add the letter "é"...

AutoHotkey is incredibly powerful, but there's a bit of a learning curve.

The documentation is quite good, simple stuff is pretty straightforward, but its capable of all sorts of really useful tasks like this.
