I’m doubtful it will stay dead considering this is entirely a bureaucratic issue rather than it being too expensive to produce or too unpopular to proceed. If the remaining episodes get good reviews and there’s a demand for it, WB could change their minds. They just need to find a new place to shoot

The point of tax relief is to incenticize the business to come there, hire people, and the like. They still gain tax revenue (ideally) they just choose to gain less to compete with others states for the jobs.
