The United Nations has recently proposed a protocol titled "The Optional Protocol on the Sale of Children, Prostitution, and Child Pornography to a Convention on the Rights of a Child". While most nations were on board with the protocol, the United States, Japan, and Austria had reservations with the proposed commitment. While the countries agreed with several points brought up in the write-up, each had their own reasoning for their nation's opposition.
I don't even really know how to respond to this.
In case someone didn't read the article, here's a TL;DR
U.S says that when the material doesn't depict real children it is protected by the first ammendment unless it's obscene (so artistic nudity would be allowed) as long as it doesn't depict a real children, so from my understanding they want it ammended so it doesn't override local law in this case.
Japan diplomatically states that this must be carefully considered, both in terms of restricting free speech and what we consider to be within the scope of what child pornography is, so they suggest excluding audio and written or printed materials, they also add that if the work doesn't represent a real existing child it must be carefully considered, so they suggest adding "to the extent that it represents an existing child" to paragraph 61.
Austria takes a much more aggressive approach, in which they state that non-existent children aren't real and can't be considered child pornography by law.

From what i've been told in the US it's illegal as a collateral, basically the reason they ban all depictions is to prevent people caught with real CP
Funny thing about this really. The Optional Protocol to the Convention on the Rights of the Child (OPSC)? That shit was already in effect since 2000, and was not anything new at all.
In reality, the initiative by The Committee on the Rights of the Child (CRC) back during the beginning of the year was created just to further explain it, since nobody gave a shit or even acknowledged its existence until earlier this year.
In short, nothing was actually going to change.
